Gym Leader Lt. Surge owns a Pikachu in Pokémon Red and Blue. Charge is a move introduced in the Generation III Pokémon games that Pikachu can learn as a Pichu via breeding, however the Japanese names are not the same, making this attack and the move unrelated.
