Victor (Japanese: ビンセント Vincent) is a one-time character of the Pokémon anime who appeared in The Pi-Kahuna. He is voiced by Kazuhiro Nakata (adult), Megumi Hayashibara (boy) and Shin'ichirō Miki (teenager) in the Japanese version and David Brimmer (adult) and Ed Paul (young) in the English version.

Victor lived on Seafoam Island with his Pikachu, Puka. Puka would always sit on the edge of a cliff, trying to detect the Humunga-Dunga (Japanese: ビッグ・チューズデー Big Tuesday), a huge wave that legendary surfer Jan surfed on many years before. Jan told Victor that he could surf the wave if he really tried.

Victor trained for years with Puka until he finally felt he could conquer the Humunga-Dunga. Ash and his friends happened to be on Seafoam Island when Victor was about to surf Humunga-Dunga. The wave hit the island, and Victor successfully rode it with Puka by his side.

Puka is a Pikachu owned by the surfer Victor. Little is known about Puka's past except that it came to Victor on a piece of driftwood and has been with him ever since. Puka has the unique ability to sense when waves are coming and he and Victor have been able to use this sense to ride every big wave that's come ashore, including the famous Humunga-Dunga
