A shard is a type of item that appears in Generations III and IV.
In Pokémon Ruby, Sapphire, and Emerald, shards can be traded individually for evolutionary stones. In Pokémon Diamond and Pearl, they can be traded in groups of 10 to a woman on Route 212 for a weather-changing TM. In Pokémon Platinum, shards can be used as payment for move tutoring. It is also possible to exchange a Star Piece for one of each shard type in the Fuego Ironworks.
In the Underground's mining game, they appear to be broken pieces of plates. Specifically, the Red Shard appears to be from a Flame Plate, the Yellow Shard appears to be from a Zap Plate, the Green Shard appears to be from a Meadow Plate, and the Blue Shard appears to be from a Splash Plate.

Blue Shard
In Pokémon Ruby, Sapphire, and Emerald, these can be traded for a Water Stone. In Pokémon Diamond and Pearl, ten can be traded for TM18 (Rain Dance).

Generation III
Unlike Generation IV where shards resemble plates, shards in Generation III are referred to as "shards of tools made in ancient times", by a treasure hunter. Their only purpose is for obtaining evolutionary stones or being sold for a cheap price.
Pokémon Platinum
Three men in various locations in Sinnoh (Route 212, Snowpoint and the Survival Area) will teach Pokémon one of 38 predefined moves in exchange for a combination of red, yellow, green, and/or blue shards. Unlike in Pokémon Ruby, Sapphire, and Emerald, these moves can be taught more than once, only requiring the necessary shards.
