O is a R/B exclusive glitch pokemon which evolves into many pokemon including Cubone at level 6, Arcanine and immediately after Nidoran at level 16, 'M at level 40 or Slowpoke if cancelled.
Its identifier is 252 or FC in hexadecimal and will change into 4mn when transferred to Pokemon Yellow
Because of the ZZAZZ glitch this pokemon cannot be obtained by the Mew Trick and a high hexadecimal value also means this pokemon cannot be obtained through the old man trick as the letter equivalent is invalid
