This card was released as a promotional card. In Japan, it came with the February 1997 issue of [[CoroCoro]] Comic, released in January 1997. It was later released again as a special card at the [[wp:Japan Railway|JR]] Stamp Rally. The English version of the card was released through Pokémon card leagues in June 2002.

In Japan, it was first available as an {{TCG|Unnumbered Promotional cards|Unnumbered Promotional card}} on an insert in the February 1997 issue of ''[[CoroCoro]] Comic'', released on January 15, 1997. This print uses glossy card stock. Another Unnumbered Promotional print on regular card stock was later released through the {{wp|East Japan Railway Company|JR East}} Pokémon Stamp Rally, which ran between August 9 and 17, 1997 on the Yamanote Line. People taking part had two days to collect stamps from each station on the line in special stamp books. 100,000 reserve tickets were available to book between July 27 and August 8, 1997. Participants that managed to collect 10 stamps were given a Pokémon Trainer Certificate. Participants that managed to collect all 30 stamps were given a two-card set that included Mew and a variant {{TCG ID|JR|Surfing Pikachu|promo}}.

This card was released as a Wizards Black Star Promo through the Pokémon League in June 2002. In Japan, it was first available as an Unnumbered Promotional card on an insert in the February 1997 issue of CoroCoro Comic, released on January 15, 1997. This print uses glossy card stock.
