Cipher

Cipher is an evil syndicate that plans to take over the World. Operating only in the Orre region, Cipher's goal is closer as soon as their Shadow Pokémon scheme is completed. Apparently founded by Evice, whom doubles as Mayor Es Cade, Cipher has most of Orre under its control.

Evice is the head of the organization. In order to avoid any suspicion from Phenac inhabitants, Evice is uncovered by Nascour. Nascour is apparently Cipher's vicepresident, and Evice's right hand.

Under the command of Nascour and Evice, Cipher has four Admins that opperate in different points of Orre: Miror B., Dakim, Venus and Ein. The organization has also a big army of Peons at its service. Skrub, Bluno, Rosso and Verde are four Peons worthy of mention. As if that wasn't enough, countless criminals all over the Orre region support Cipher.

Cipher opperates actively at Phenac City (Ran by Evice), Pyrite Town, The Under and the late-built Realgam Tower. Such tower is Cipher's Headquarters, and their realization of the World domination scheme.

Cipher also provided Team Snagem with the dreaded Snag Machines. The Snag Machines allowed the stealing of Pokémon from other Trainers. With such machines, Team Snagem stopped being regular thieves and transformed into a fearsome name all over Orre. The agreement for such cooperation was for Team Snagem to Snag superior Pokémon off Trainers, so they could be used in Cipher's scheme.

It's also quite possible that Cipher built the Deep Colosseum, but that's unknown as of now...

Cipher's scheme was stopped by Wes, a former Team Snagem member. Wes defeated Cipher little by little, and alongside Rui and Ho-Oh, he brought that mad organization to an end...
