Personality

One of the Team Rocket duo who cause trouble in Pokémon Heroes. Unlike her partner Oakley, Annie is a little less concerned with the task at hand, and appears to be slightly more vain. Prettier and more suave than Oakley, Annie is enchanted by the beauty of the Soul Dew, rather than the abilities of the DMA or capturing Latias and Latios for Giovanni. She even screams that her outfit is ruined when she falls into a canal!

History

Not much is known about the duo of Annie and Oakley before Pokémon Heroes, but their reputation precedes them; James instantly recognises them, and Giovanni has sent them on a mission, which implies that he trusts them!

Relationships with other members

Aside from her relationship with Oakley, none. They work as a duo and have no contact with other members; even though they are aiming to capture some Pokémon for Giovanni, they never actually contact him. She works well as a team with Oakley, their Pokémon attacking together, and their athletic abilites complementing each other well. However, ditzy as she appears, she is more in control than Oakley is, as Oakley goes somewhat mad with power when commandeering the DMU, despite Annie's concerns about using it.

Arsenal and Abilities

Excellent at balance and athletics, Annie has no trouble making heroic leaps, cartwheels while fighting Latios and Latias, and keeps perfect balance on a beam which Jessie, James and Meowth have trouble with. She is not seen to have any Pokémon apart from her Espeon, but it appears to be at such a high level that that barely matters. She and Oakley also have some very advanced Rocket technology at their disposal... she uses special shades to identify Latias, and tell where Latios and Latias are while fighting them. They also have the sticky contraptions that Rockets use as an alternative to Poké Balls, and use one to capture Latios. She pilots a boat which may or may not be Team Rocket's, may or may not belong to her and Oakley, and may or may not simply be stolen.

Future

At the very end of Pokémon Heroes, Annie climbed into the DMA with Oakley and ended up getting stuck inside it. They were rescued by police, and ended up in a heavily-guarded prison. The last we see of Annie is her in said prison, looking at a picture book with Oakley. Presumably, both are still behind bars.
