Route 10 is an area with several features. Its north end intersects with Route 9. There, a Pokémon that can use Surf out of battle can travel along the river on Route 10. There is no way to get to the river on Route 10 on the path itself, as it's fenced off.
Following the river south will eventually lead to the Power Plant.
Also on Route 10 is a Pokémon Center before the entrance to the Rock Tunnel. In Generation III, Fly will be able to access it, but not in previous Generations.
The exit of the Rock Tunnel opens up south of the Power Plant, just north of Lavender Town.
