Hello! I was looking over this list to make my own for reference and I found a few changes with current gen taken into account:

  • hydro pump on dratini is on the leaked TM/TR datamine
  • surf on pikachu is a TR now
  • encore on phanpy is on the leaked TR list
  • agility on voltorb is on the leaked TR list
  • pay day on rapidash is learnable in LGPE and SwSh by TM
  • sweet scent on teddiursa is a level-up move from Gen 4 onwards

I figured by the lack of some moves like Low Kick for Ponyta that you intended to keep up to date and remove ones learnable in later gens -- Guiltysparkzz (talk) 17:41, 2 June 2020 (UTC)

EDIT 2: Went over some spots and I think I have a full list. This includes things that should be added AND things that could be removed, depending on how you're listing things.

Jirachi Specifically

  • Gen 4: Draco Meteor (Nintendo Zone, GameStop, Latin America, Australian Summer 2010 and Summer 2010 Jirachi)
  • Gen 5: Draco Metero (2013 Tanabata Jirachi)
  • Gen 6: Moonblast (2014 Tanabata Jirachi), Heart Stamp (2015 Tanabata Jirachi)

Victini Specifically

  • Gen 5: V-Create (Several), Fusion Flare/Fusion Bolt (Movie 14), Blue Flare/Bolt Strike/Glaciate (Tohoku Victini)
  • Gen 6: V-Create
  • Gen 7: V-Create

There's also a few Dream World-only moves, I don't know if that's something that fits your list though.

  • Inferno Misdreavus
  • Sucker Punch Nidoran-F
  • Superpower Spinda (fixed by leaked TR list, but worth having in the interim)

The rest:

  • Most moves from PokéPark Eggs
  • Wish Drowzee should be with Gen 3 PCNY Wish Egg Pokemon
  • Salamence always got Hydro Pump via breeding
  • Charmander now gets Acrobatics via TR
  • Kanto starters get False Swipe via TR, as does Altaria (from leaked list)
  • Missing Follow Me for Gen 3 (Mime, Electabuzz, Magmar from XD)
  • Magikarp gets Hydro Pump via TR
  • Jirachi gets Meteor Mash via Level Up
  • Lunatone and Solrock get Moonlight and Morning Sun by Level-Up
  • Bulbasaur now gets Weather Ball via TR
  • Missing Barrier (Lance's Dragonite, Gen 6)
  • Zoroark gets Sludge Bomb by TR (per leaked list)
  • Gen 5 missing Chief Golgo's Sableye moves (Octazooka, Tickle)
  • Aqua Ring for Suicune, Crush Claw for Entei, Extremespeed for all three dogs from Movie 13 (Gen 4, other moves like Aura Sphere, Weather Ball, Flare Blitz, Air Slash, Sheer Cold are covered by TRs or level-up, you have Howl noted, Zap Cannon is VC only but covered)
  • Metal Sound for Zapdos from XD
  • Extrasensory for all three birds from XD
  • Psycho Boost and Featherdance for Lugia from XD
  • Pokémon Center 5th Anniversary's Bagon with Iron Defense
  • Pokémon Center Tohoku Snivy with Aromatherapy (Gen 5)
  • Eruption from Ranger: Guardian Signs Heatran
  • Endeavor Pichu/Pikachu
  • Yawn Pikachu (two first listed are with Wish Eggs)
  • Movie 2011 Ash's Reshiram (Mist) and Zekrom (Haze)

    • Dragon's Den Extreme Speed Dratini (HGSS Egg Move) and Box RS Extreme Speed Zigzagoon (USUM Egg Move)
    • Box RS Pay Day Skitty
    • Shadow Dugtrio with Sandstorm (G4 TM)
    • Purified Shadow Pokémon with Baton Pass (some get it via G8 TR now)
    • ...some get Charm...
    • ...or Helping Hand (most can get it in other way now: Platinum Tutor, Let's Go TM, or G8 TR, depending on the Pokémon; Hitmonchan, Nosepass and Banette are exceptions; while the latter two still can't get it, Hitmonchan always could get it, as Tyrogue)...
    • ...Heal Bell (Lapras and Altaria get it via Platinum tutor now)...
    • Shadow Togepi with Tri Attack (G8 TR)
  • Gastly and Koffing got Sludge Wave via Dream World (and Gengar via G6 event), but it's now available in G8 by TR.

Hi! Giving this a look over again and I found a few more fixes:

  • Disable Aromatisse - Spritzee gets Disable by egg move in the same gen
  • Belly Drum Drowzee - Should be with Wish Egg mons in Gen 3
  • Double-Edge Magneton - Learnable by tutor in same gen
