If two Pokemon had unique BSTs of 695 and 696, one could still have something like base 690 Speed and base 1 everything else, while the other could have base 691 HP and base 1 everything else—that's obviously a very extreme example, but the point is, when you just talk about BST, you're sharply divorced from any particular meaningfulness.
