The concept of tiers is a controversial one, to be certain. I know which Pokémon are uber and know that people get laughed at for using major legendaries in Wi-Fi battles. But my philosophy for the non-uber Pokémon is this— with the right moveset, pretty much {{tt|anything|except Magikarp}} can kill stuff.
