Actually, the description of Rare Candy strikes me as misleading. Existing EV's ARE applied to the new level's stats. This seems like a really circuitous way to point out that you don't GAIN any EV's from using Rare Candy, but this applies to other non-battle methods of leveling up as well, and kind of goes without saying.
