As much as both I and Bulbapedia hate speculation, wasn't it (very indirectly) suggested that Shamus obtained his Emboar as a Tepig? Because after releasing Ash's Pignite as a Tepig he said something about looking for another one with "at least a little talent". Additionally, when Ash challenged him he decried his former Pokemon for being "unevolved" in the face of Emboar.
