Definition of Levitate in the Anime

I'm bringing this up since Gengar has been seen "levitating" a few times, such as Drake's Gengar, but only Fantina's Gengar is listed (I've not seen the episode with Lunatone, so I can't comment on that). So what is the definition we use? Actually stated as levitating (like Fantina's)? Levitating to avoid Ground-type moves (or any move)? Or, just levitating? Status Ground moves

I'm sure the answer is the obvious one, but I still feel like it should be investigated.

Sand Attack does not affect levitating Pokemon, as stated in the article. What about other status Ground moves? Can Rototiller affect Carnivine? Can Mud Sport affect Rotom, Tynamo's line, and Vikavolt (or others who can learn Electric-type moves)? Using hacking (or some drawn out ability-switching and Sketching with a Smeargle), can a Pokemon with Levitate use Shore Up?

The main article already expresses that they are only immune to damaging Ground-type moves, but the trivia point states that the in-game description is only in error about Sand Attack. It would be nice if someone could test this just to be safe so that the trivia point can be worded more accurately. (Alternatively, I just need permission to make a logical assumption.)
