Justy (Japanese: セイギ Seigi) is a young man who is renown for being one of the best professional Pokémon trainers in Orre. Tall, attractive, charismatic, and passionate - Justy has built up a large fan following, especially in Phenac City. For most of the young Pokémon Trainers in Phenac City, defeating Justy is the ultimate goal. Justy likes it this way, as he's highly enthusiastic about Pokémon battles.

Justy is the Gym Leader of the Pre Gym in Phenac City. Truthfully speaking, the Pre Gym shouldn't technically be considered a Gym because it's not sponsored by a Pokémon League and doesn't hand out a Badge to winners. However, it appears that Orre doesn't have a Pokémon League of it's own due to the scarcity of wild Pokémon and an overall lack of civilization. So the Pre Gym can be considered the closest thing Orre has to a proper Pokémon Gym.

His Pokémon team is made up of a Level 41 Sandshrew, Level 41 Gligar, Level 41 Cacnea, Level 40 Azumarill, Level 40 Sunflora, and a Level 42 Nosepass. According to one of his students, he seems to slightly favor his Nosepass over his other Pokémon.

Justy gives out TM27, Return to trainers who defeat him in Pokémon Colosseum. He will only fight trainers who have a complete team of six Pokémon.
