The Iceberg Ruins is a special room in Mt. Coronet. At the exit to Route 216, there will be a special cave. If the player heads there with Regigigas in their party, the player will access a new cave instead of the empty one with NeverMeltIce in there. Here, the player needs to confront the statue then step on the dot pattern on the floor, then walk up to the statue, Regice will attack, it is at level 30.
