Sweet Honey is an item that was introduced in Generation IV. This item is used on special trees in Sinnoh that are a golden color. You place this honey on the tree, then wait for ten hours. After that time, you can go back and there should be a wild pokemon there.
Location
There are many units of Sweet Honey scattered throughout the region, but it is also for sale at the Sono-oh Flower Garden for File:Pokébuck sign.gif100 each. Another way is to use Combee's special ability.
