She appears as a Pokémon naturalist attracted to studying Mount Quena and works as a partner to Cullen Calix. In the special, both she and Cullen help Ash, his friends, and Mewtwo against Team Rocket. Cullen stayed with Luna after the incident.
Luna Carson is probably named after the environmentalist Rachel Carson, the author of Silent Spring.
