:Dexio should be listed here, yes. As for Sina, as you can see from looking at the hidden note on her page and the associated history and talk pages, the staff have repeatedly and emphatically deemed her not an Ice-type expert, as she only uses two Pokémon outside battle facilities, which is not enough to judge by (not to mention that she uses more non-Ice-types than Ice-types in those facilities). I don't know if it's me, or it feels like it's rather unfair to have minor, one-time appearance characters as "specialists" but the more advanced trainers like the Champion not included. Not to say that they're not type experts, but could there be like an "other" category for prominent characters like that that don't necessarily stick to one type?
