Trivia

Charge later appeared as a move in Generation III, although, Pikachu can only learn it in its Pichu stage via breeding. However, the Japanese names are not the same, making this attack and the move unrelated.

Origin

Lt. Surge uses a Pikachu when battled for the Thunder Badge in Pokémon Red and Blue, and Pokémon FireRed and LeafGreen.
