You have to edit existing pages first because we are an encyclopedia, not a social network or a database of information on our users. If you wish to make a userpage, you must make contributions to the wiki over an extended period of time. We don't reveal how many contributions are required or how long you must have been a member of Bulbapedia so that people don't make exactly that many contributions and then only edit their userpage. --ZestyCactus 14:53, 4 August 2010 (UTC)
