The quote from the novel (which I cited in my edit summary on the Ash Ketchum page) DOES actually agree with Ash beginning his journey on his 10th birthday -- the novel refers to that day as "today, when Ash fully became a 10 year old".

The line is a quote from Delia's monologue that says 「サトシが満十歳の今日まで十年と十月と十日」. This means "the 10 years, 10 months, and 10 days until today, when Ash fully became a 10-year-old". The "10 months and 10 days" is a common Japanese euphemism for a woman's pregnancy period, so this is merely talking about the time from the date of Ash's conception until the day his journey began.
