Personality

One of the Team Rocket duo who cause trouble in Pokémon Heroes. Oakley appears to be the brains behind the operation. Annie, her partner, may be more suave, but it is Oakley who masterminds the plan. Their task in hand is to capture Latios and Latias for Giovanni, and Oakley is quick to remind Annie of that fact. Unlike Annie, however, Oakley has a lust for power only ever seen in other high-ranking Rockets, such as Vicious and the Boss himself. It's unlikely that the Boss told the duo to use the Soul Dew to activate the Defense Mechanism of Alto Mare (DMA), but Oakley is quick to use it, and once at its helm, her desires for power take over.

History

Not much is known about the duo of Annie and Oakley before Pokémon Heroes, but their reputation precedes them; James instantly recognises them, and Giovanni has sent them on a mission, which implies that he trusts them!

Relationships with other members

Aside from her relationship with Annie, none. They work as a duo and have no contact with other members; even though they are aiming to capture some Pokémon for Giovanni, they never actually contact him. She works well as a team with Annie, their Pokémon attacking together, and their athletic abilites complementing each other well. However, when she is at the helm of the DMA, she appears to forget all about Team Rocket. In her own words: "I can control the whole world from in here!"

Arsenal and Abilities

Excellent at balance and athletics, Oakley has no trouble making heroic leaps, cartwheels while fighting Latios and Latias, and keeps perfect balance on a beam which Jessie, James and Meowth have trouble with.

She is not seen to have any Pokémon apart from her Ariados, but it appears to be at such a high level that that barely matters. She and Annie also have some very advanced Rocket technology at their disposal... she uses special shades to identify Latias, and tell where Latios and Latias are while fighting them. They also have the sticky contraptions that Rockets use as an alternative to Poké Balls, and use one to capture Latios.

As much as this technology is all very advance, we rarely actually see her use it; it usually falls to Annie to use this stuff.

Of course the most powerful wepaon that Oakley has at her disposal is the DMA! She only uses it briefly, but we can see she is quick to learn the ropes, and uses it to flood Altimar, almost drown Ash and generally cause a lot of chaos. Adept as she may be at using it, however, she evidently doesn't know where to stop, and that rpoves her eventual downfall.

Future

At the very end of Pokémon Heroes, she was rescued from the DMA by police, and ended up in a heavily-guarded prison. The last we see of Annie is her in said prison, looking at a picture book about the events of the second movie with Annie. Presumably, both are still behind bars.
