Neo Team Rocket is a term used by some fans to refer to Masked Man's resurrection of Team Rocket in Pokémon Adventures. This term is also occasionally used to describe the Team Rocket regrouping featured in Pokémon Gold, Silver and Crystal, though more often as Team Rocket under the Masked Man. All of Neo Team Rocket wears masks covering half their faces. Sabrina and Lt. Surge worked together to stop Neo Team Rocket, but were not the ones to initially bring it down. However, they only wanted to defeat it so it could become normal Team Rocket again.
In The Games
Neo Team Rocket appeared in Johto searching for Giovanni ,their long lost leader who hasn't been seen for 1 year. The player will face them quite a lot through the games. Even after defeat ,you can find one grunt in Kanto who refuses to believe team rocket has disbanded twice. After convincing him that team rocket is not active anymore , there are no team rocket members to meet. All of them have given up or simply have been defeated.
In the anime
In The Adventures Manga
The Pokemon Adventures manga is where Neo Team Rocket mainly came from. Neo Team Rocket was first seen stealing Golds backpack thinking it was Joeys. After realizing this, they threw the backpack away and went to Professor Elms lab. This ended Silver and Golds battle, and Gold thought silver was the culprit.There they battled Silver and totodile using Elekid.
They later appeared battling Bugsy and Gold, In the Ruins of Alph.There they used a spinerak to battle Gold, but he still beat them. Here the Masked man appears in the shadows mumbling something about their incompetence.
Later they appeared in the slowpoke well were Silver beat them easily.
They next appeared in Ecruteak city where they used a Piloswine to create an earthquake. Here they defeated both Gold and Silver, but then retreated because they had finished collecting data on Ho-Oh.
They later infiltrated the Pokémon league and were defeated by the gym leaders.
