A Name Rater (Japanese: せいめいはんだんし) is a man who judges how suitable Pokémon nicknames are. Name Raters allow the players of the Pokémon games to rename their Pokémon as long as they weren't received in a trade or migrated. The Name Rater in Orre won't rename a Shadow Pokémon until it's been purified.
If the Pokémon was caught by the player that currently owns it, he'll say that the name could be better and offer the player the option of changing it.
If the Pokémon he's judging was gotten in a trade (Migrate), he'll say that the name is perfect and refuse to change it. However, if both players have identical trainer IDs and secret IDs (which is extremely rare), he will allow name changes.

Trivia
- In games since Pokémon Ruby and Sapphire, while one can change a Pokémon's name, if one chooses to name the Pokémon the same name as before, the Name Rater will exclaim "It looks the same, yet it is vastly superior!"
