The Elder (Japanese: おばば様 Matriarch) of the Village of Dragons is a recurring character in the Pokémon anime. She first appeared in The Bloom Is on Axew!.
History
It was revealed in a flashback that she was the one who gave Iris her Axew, with the intent of developing his skills in Pokémon battles. She believed that Iris had the skills necessary in order to raise Axew to one day become a strong Haxorus.
The elder appeared in another one of Iris's flashbacks in The Dragon Master's Path!, where she saw Iris off on her journey to become a Dragon Master. She told Iris that the journey would bring a lot of different experiences, both good and bad, but explained that these experiences would be important for the growth of her and Axew.
