Removing point against Basculin

I noticed that one of the points again Basculin having a Hisuian Form is that it's found in the wild in Kitakami. While it IS true that foreign regional variants have not been naturally found outside of their respective region yet, i don't think this should count as a point against it?

Just for an example, Alolan Vulpix doesn't show any requirements of being in Alola to occur, just that Vulpix lives in an icy area. While spinoff games aren't the best sources, we still see Alolan Vulpix in the Shiver Snowfields in Lental (which also has regular Ninetales in a different snowy area... i blame Celebi).

This point feels too debatable to be reasonably included (at least prior to the day we see regional variants wandering about a natural environment in the main series other than home, which is amittedly probably never), but i wanted to crowdsource some opinions on the matter first.
