Gale Wings at not-full HP in Gen VII+

If a Talonflame is at full HP and uses a Flying type attack, but takes damage before it can move (from Extremespeed or a faster +1 priority move), will it still attack at +1 priority? I assume it would in S/M but with the new speed resolution mechanics in Sw/Sh, not sure how this would work.

Similarly, if it loses Gale Wings due to a faster Prankster move (Gastro Acid, Worry Seed, Skill Swap etc.) does Gale Wings still give priority?
