Alpha Pokémon formula?

The values seems to come from a float value between 0 and 255 that is put in a triangular distribution ( no info if this is regular or skewed or uses left, right, or middle points). As for the formula itself, it is unknown for both height and weight. If anyone knows the universal formula for determining the range of height and weight values an alpha can be, please add. Could Terrific Might have been used for the Volo fight, more specifically when Girantina appears?

LZA Alpha spawn start

Alpha Pokémon will start to appear throughout Lumiose City after completing Side Mission 1: "A Big Ol' Bunnelby".

Clarification needed: Is this only for those Pokémon that appear outside of Wild Zones, or just flat-out everything? Because I've seen the claim thrown around that non-static Alpha spawns within Wild Zones only starts once you've caught all Pokémon within a given Zone (ie. completed the corresponding "Surveying Wild Zone X" task).
