Easily could have bene Water Gun, the water just became bigger when all of the water streams collided. Water Gun has been the same size as when other Pokemon that have used that before.

It's Jump Kick in the Japanese version. In the dub he says "Raticate, a Jump Kick!" (This has been discussed plenty of times in the past.)
