The former instance had a blank screen, and the latter instance had the pictures of the Pokémon. Neither instance resulted in static. Mewtwo's scanning did, however. Besides, considering that it was counted in the Pokédex in virtually every other medium anyways, even the Trainer's Handbook, which was based on the Anime, it's unlikely that Mewtwo was not scannable due to being an unknown Pokémon. ::How would the Pokedex get information on a recently created and secret Pokemon?  Sure, every other medium has Mewtwo in the Pokedex, but the anime is not every other medium.  There's no reason to believe anyone beyond the select Team Rocket members that were a part of the creation process knew anything about Mewtwo, and no reason to believe the armor had anything to do with it.  The static could very well have been done for dramatics.  Plus, the anime is exactly well-known for it's consistency.
