Well, all you need to do is create a new page called Category: ''Whatever category type'' tags. On the page, put <nowiki>[[Category:Other tags]]</nowiki> on the page. I joined zeldawiki earlier and I was looking for usertags to put on my userpage there. I noticed they have a page[http://www.zeldawiki.org/Help:Userbox_List] that lists all of their usertags and the template for each.
