Trivia
Each of the Pokémon-ex in EX Ruby & Sapphire seem to be based on popular cards from pre-EX-series sets. This card in particular appears to be based on Base Set Electabuzz, with Quick Attack functioning similarly to Thunderpunch but without the risk of self-inflicted damage.
Origin
ThunderShock and Quick Attack are both moves in the Pokémon games that Electabuzz can learn.
