About its National number
Yeah, I know, it's #000 while Tsutarja's #001. Just because of this we cannot assume that it comes before Tsutarja in the National Dex. Tsutarja's staying numbered 494, Pokabu 497, and Mijumaru 500 until we find out otherwise. Because remember, Arceus and other non-Johto Pokémon are #000 if they're caught by hacking before getting the National Dex. Hell, in all honesty, Victini may indeed be #000 in the National Dex, too.
