Why was this page blanked? I feel like we should put the character palette back to this system message (both here and on the Archives). It's especially important for the Archives, as if it's in the Edittools message, it is not shown in the upload form.
Also, the ID should be changed to a class because this is also used by notices while editing the User and User talk namespaces, and each ID should be only used once per HTML document.
If you still want that inside the editing area, you can have the palette there and in the Edittools message, but with the following CSS styling (must be in common.css):
#content table#charpalette:not(:first-child) { display: none }
