When was this agreement that Missingno. wasn't in the anime? We don't know what goes through the writers' minds! For all we know, Missingno. could've appeared in the anime! And it is not vandalism! NO, it's NOT! Baby Pokémon need only meet 2 criteria: Must evolve into parent Pokémon, and cannot breed. Phione meets neither of these requirements, so it can't possibly be a baby Pokémon.
