I don't think that Dawn should get Chikorita because Chikorita, in my opinion, has been the most used Johto starter of the three. And May got the grass starter for Kanto so Dawn should get the fire starter, Cyndaquil. Plus, I think Brock will end up giving Chansey to a Joy without one!
