::::Yes. It has been determined impossible to poison a Steel-type by any means. In Gen III, it was possible to poison a Steel-type using Twineedle, but even that was removed now, since Gen IV. I've tested Toxic Orb on Steels personally, and from various searches, it appears there is a 0% chance for Effect Spore to poison a Steel-type. There is some question about how Effect Spore alternately affects Steels, since the effect of Effect Spore has a 30% chance to give a status to the attacker.
