This card was included in the BREAKthrough expansion. In Japan, this card was released as one of the XY-P Promotional cards, available as part of a twelve card promotional pack awarded to those who participated in the Pokémon Card Gym tournaments from the month of May 2015 through the month of July 2015. This card features the Pokémon Card Gym logo.

Origin

Heavy Boots appears to be a boot variation on the Heavy Ball. It affects the same Pokémon that Heavy Ball can search for, since it has the same criteria of checking for Pokémon with a Retreat Cost of 3 or more.
