Am I the only one who think that Monster Week and Halloween Week list are reversed? It doesn't make sense that several Ghost-type are listed on Monster Week instead of Halloween Week. I was in New York City for a weekend in 2004, and received a number of Pokémon from the Gotta Catch 'em All Stations. The only one I still have at this point in time is the Trade Evolution Week Machamp, but I remember also receiving both Fossil Week Pokémon and the New Evolution Ludicolo. I don't have any definitive record of the dates I was there, but I believe it was in August because I picked up [https://www.mobygames.com/images/promo/original/1473452060-2090799532.jpg this card] advertising a FRLG-related event for the end of that month. I asked a family member who went on the trip with me, and she also remembers it being August.
