After obtaining the National Pokédex and entering the Hall of Fame, a sailor in Canalave City will ask the player to obtain a Lunar Wing to heal his son. The player can travel to Fullmoon Island, where a Cresselia will be waiting. After talking to Cresselia, it will roam Sinnoh and leave a Lunar Wing behind.

Manaphy
After finishing the corresponding Special Mission in Pokémon Ranger, Pokémon Ranger: Shadows of Almia, or Pokémon Ranger: Guardian Signs, the player can receive a Manaphy Egg via the Link with Pokémon Ranger option in the main menu. Once the transfer is completed, the Egg can be obtained from the deliveryman in any Poké Mart. Multiple Manaphy Eggs can be transferred to the same game, but only one Egg can be sent per copy of Pokémon Ranger.
