In the Anime

Whitney is a sweet but ditzy young lady. She easily gets lost in her own home town.

Ash challenged her to a Gym match, but was unable to stop her Miltank, who constantly used Rollout to deflect attacks.

After his defeat, Whitney invited Ash to her Uncle Milton's dairy, where many Miltank were raised to produce milk for consumption.

Ash, Brock, and Misty spent the day taking care of the dairy's many Miltank.

After Ash stoped a barrel-shaped robot piloted by Team Rocket, he came up with a strategy to defeat Miltank. He used Totodile and Cyndaquil to slow it down, then had Pikachu knock it out. With that, Ash won the Plain Badge.

In the Games

Whitney's title is "The Incredibly Pretty Girl".

Although she only began battling a little while ago, Whitney's talent attracted the Pokémon League to choose her as a Gym Leader. Her gym is filled with other young girls like herself, who use cute Normal-type Pokémon like Meowth. Her gym is shaped like a Clefairy.

Whitney doesn't like trainers who are too serious in battle. When Whitney's defeated, she throws a temper tantrum, and cries — she calms down and stops soon after.

Whitney says Attract is perfect for a cutie like her, because it makes full use of a Pokémon's Pokémon.

In addition to the Plain Badge, Whitney gives out TM 45, Attract, in Pokémon Gold, Silver, and Pokémon Crystal.

In the Pokémon Special Manga

In Pokémon Special, Whitney is an actress. She is also good friends with DJ Mary.

She met Gold while performing at the Radio Tower in Goldenrod City. The two clashed and ended up competing against each other in a bike race.

Whitney isn't a strong Gym Leader, according to Suicune, anyway. Whitney is the only Johto Gym Leader, besides Pryce that Suicune didn't challenge for a right to be it's partner in the fight against the Mask of Ice.
