Wheeler is a high ranking employee of Altru Inc. He frequently uses Bidoof. The player first meets him in the Altru Building while the player is on a guided tour. However, he is technically first seen in Vol.2 of the Almia Times. He later appears in Altru Park when Blake gives a speech.
During the raid at the Ranger Union, he attacks the player with several Bidoof.
