These cards were given to participants of the New {{tt|Garura|Kangaskhan}} Parent/Child Tournament in February 2002, as they were necessary for the New Garura Rules version of the TCG utilized in the tournament. These rules required a deck consisting of 29 cards with the old reverse design, 29 on the current reverse design, plus the two promotional cards to initiate a partner switch, hence the differences in card design. It was later reprinted and given to participants of the regional Battle Road Spring 2002 tournaments.

This card was released as a promotional card. In Japan, it was released through the New {{p|Kangaskhan}} Battle, similar to the Kangaskhan Parent/Child Mega Battle held in May 1998. The card was never released in English.

This card was created specifically for the rules of the New Kangaskhan Battle, in which teams of parents and their children would battle other teams.
On the few occasions where the Garura Rules, or variations thereof were used in official events, each one featured a new promotional card made specifically for use when the rules were in effect. The {{TCG ID|Garura Parent/Child|Touch Change!|promo}} card was created for the initial Garura Rules, and the {{TCG ID|Battle Road|Touch Exchange!|promo}} card was created for the Tag Battle Rules. With the respective rules in effect, these cards are the only Trainer cards that are mandatory for play.
