Team Rocket Admin is a trainer class introduced in FireRed and LeafGreen, which is not to be confused with the Rocket Executive trainer class in Generation II. The sprites for Team Rocket Admins are the same as those of Grunts, and similarly they are not given names. They appear in the Rocket Warehouse near Five Island.
