In 2011, Megumi Hayashibara, voice of Jessie and other characters, proposed to Pokémon's sound director Masafumi Mima that she wanted him to prepare "Team Rocket's Late Nights Radio" for the Team Rocket trio to appear in. Masafumi Mima, who is a great fan of Team Rocket himself, agreed to the idea, and posted to his Twitter on May 6, 2012:

Japanese English
The trio of Meowth, Jessie and James's radio program that only adults could listen to! I think it would be fun... Why did they become cool Team Rocket? Or, something they can't talk about openly, such Team Rocket's considerations… Giovanni as a guest? Wobbuffet? Croagunk? Alright! Even if it's just a proposal, I'll write it! But, where should I submit it?

Later, in June 2012, a now-defunct Twitter account was created, named "Team Rocket's Secret Empire". This Twitter account was updated in-character by Giovanni and other members of Team Rocket. A silhouette image of the Team Rocket trio was the first Tweet made on the account. Later, when the radio show was revealed to the public, the Twitter account was used for a time to continue promoting the series.

CD releases

Following the conclusion of the radio show in December 2012, four CD releases were announced compiling segments from the radio program. All four have since been released, as well as a "Rare Pilot Edition" CD, exclusive to Animate retail stores. Aside from segments that were broadcasted on the series, the CDs also include a handful of tracks which are all-new to the album releases.
