For example, none of the six wings have any effect on my [[starter Pokémon]], yet the NPC in Opelucid City still says "Your [Pokemon] ... looks like it could try a little harder." So, I don't have enough information to make sense of what this means -- maybe I've maxed out my Pokemon's EVs, maybe Wings have some kind of limit, maybe the EV rater does or does not have differing responses in the first place, it's too ambiguous to call.
