Yes. According to this article, in the Japanese versions of Pokémon Diamond and Pearl, when Slow Start is removed it doesn't remove the effects of Slow Start. Slow Start failing to restore stats when removed in Japanese DP
According to this article, in the Japanese versions of Pokémon Diamond and Pearl, when Slow Start is removed it doesn't remove the effects of Slow Start. However, as Chickasaurus states in this post on Glitch City Labs, this doesn't seem to be the case, as you can see in this video and this video.
