Changed my Edit
I was told that the reason Pokemon such as Magnezone are not in the Sinnoh Handbook because they are exclusive to Platinum, However Magnezone Etc. are in Diamond and Pearl and are not in the Sinnoh Handbook. - This is the Sinnoh Pokedex: List of Pokémon by Sinnoh Pokédex number (what the book is about). Note that List of Pokémon by Sinnoh Pokédex number#Platinum expansion is the Pokemon that were added in Platinum, and though Magnemite is in that section, it is not anywhere else. Magnemite is not in the D/P Pokedex (again: what the book is about).
