I am also unsure about the validity of the HM/TM list and for its base stats too. In my opinion these values are semi-random, depending on the memory part that affects its appearence. If I remember correct MissingNo doesn't have a standard TM/HM set...
Ehem. If MISSINGNO has a hex, it has a HM/TM list as well, asigned to the HEX. WHEEE
